Goger joined the Nazi Party in 1931 and in 1935 became head of propaganda for the—now illegal—party in Burgenland. In this role he wrote numerous articles for the illegal party press and its propaganda materials. After the dissolution of Burgenland, he became department head and provincial cultural commissioner for the new administrative division of Reichsgau Niederdonau. Shortly after this he was also appointed director of the Gau Propaganda Office. He remained in this post until 1945.
From 1949 Goger worked in construction and as a sales representative. After passing the teaching qualification for English, in September 1956 he started work as a teacher at the Civic Trade School in Oberwart and as a member of the residential staff at the Oberschützen seminary. In Vienna he studied for the secondary school teaching qualification and went on to teach at the grammar school in Oberschützen until 1974. Goger was also very active in the field of adult education.
