In 1996, a ban on begging was passed for the first time in recent European history – in Graz. This political decision was accompanied by heated debates: should these men and women from abroad be tolerated on the streets? Since that time, many other voices have joined the debate, and not just of those directly affected. In a mini-documentary for the House of Austrian History, in 2018 the filmmaker Ulli Gladik accompanied Velika Georgieva as she begged in Vienna and visited her and her family in their apartment. It is no coincidence that the short film opens with a scene in which Velika Georgieva puts on a headscarf. For her, the Bulgarian explains, the head covering also provides protection from the attacks of passers-by.
